New Study Analyses Community College Growth Since 1969

Gorbunov The authors use a panel data set covering all 50 states from the years 1969-2002 to investigate the growth of community colleges. They find that community college expansion was driven in large part by changes in state populations, while growth was slowed by competition from other institutions. MADISON, Alabama – Madison City Schools Superintendent Dr. Dee Fowler has been named one of three finalists to lead the state’s largest school system, Mobile County.

The other two candidates are Edwin Smith of Auburn and Marcell Smith of Sugarland, Texas, according to the Mobile Press Register.

A native of the Shoals area, Fowler has served for 36 years in the Madison County and Madison city school systems, including the last 4 1/2 as Madison city superintendent.

“I am extremely excited to be considered a candidate for the position of superintendent of Mobile County Public Schools,” said Fowler. “Mobile is the largest district in the state and has a very rich history.

“Mobile has shown a commitment to students and is ground zero for the initiative to eliminate the learning gap in the state of Alabama. There are few educators in the state who are not aware of the Herculean task that George Hall Elementary and other schools in Mobile have performed in lowering the learning gap.”

Fowler said he has envisioned himself retiring from Madison City Schools as “Superintendent Emeritus,” which would give him the “rights and privileges” to serve as speaker at special occasions, including graduations.

But he said the opportunity to lead the 63,000-student Mobile County system would allow him “to relocate closer to family members,” one of the main reasons he decided to interview for the job.

Fowler’s only child, James, works in Mobile and his wife, Marcia, has a sister who lives in Bay St. Louis, Miss. White said the Fowlers are “very close” to their son and want to be near him and other relatives in the area.

He also said he thinks Mobile County and Madison share the same educational ideals.

“I believe that Mobile and Madison are similar in the fact that they have high expectations and have resisted entering the maintenance mode of teaching and learning,” he said. “Both systems are moving forward, charting new paths.”

Madison Board President Ray White said he hoped Fowler would “finish out his career here. Madison has thrived under his leadership and no one wants to see him leave. He’s a great superintendent and works well with the board.”

White is the only current member who was on the board when Fowler was hired as Madison superintendent.

“I don’t think it’s a professional decision as much as a personal one,” said White. “We don’t want to hold anyone back to do what they think is best for them and their family.”

Fowler received a bachelor’s degree from Lipscomb University, a master’s at George Peabody College at Vanderbilt, a teaching certificate from Alabama A&M University and his doctorate from the University of Alabama in 1996.

Edwin Smith is director of instruction and assessment for the 7,000-student Auburn City School district. He retired as superintendent in Troup County Schools in LaGrange, Ga.

Marcell Smith is assistant superintendent of schools for the Fort Bend Independent School District in Sugarland, Texas, a 65,000-student system in the southwestern suburbs of Houston.

The finalists are scheduled to be interviewed over the next month to replace the retiring superintendent, Roy Nichols. The selection is expected to be announced Nov. 10 at 2 p.m. during a special school board meeting.

The Press-Register said board member Reginald Crenshaw confirmed Fowler and Edwin Smith had accepted the opportunity to interview for the job. The board was still attempting to notify Marcell Smith of his status as a finalist Saturday morning.

Teachers’ lives ‘ruined’ by false allegations, warns minister

Figures from the Department for Education show that around 44 per cent of claims made by pupils and their parents were “unsubstantiated, malicious or unfounded”.

In one-in-five cases, teachers were automatically suspended while investigations into allegations were carried out, despite widespread concerns over a wave of false claims.

Fewer than one-in-20 allegations levelled at staff resulted in a criminal conviction.

The Government warned that false allegations had a “devastating impact” on teachers’ lives.

It comes as ministers prepare to introduce greater protection for school staff accused of attacking or abusing children.

What tools are used in phlebotomy jobs?

There are many tools and techniques used by phlebotomists who have to perform medical tasks today. The main duty of a technician is to draw blood, or performing a procedure what is known as venipuncture. After taking blood from a patient, a worker should use a definite tube and writes all related documents before the blood goes off for analysis or transfusion. To accomplish these tasks, the sampler must use a variety of tools. There are various tools and software that students learn to use on phlebotomy classes.

Adhesive bandages, gauze, sponges and tapes are only several tools required for a procedure. Collection tubes vary based on their purposes, as different procedures require using of different tubes. A technician must be dressed properly with a mask, dress and vinyl or latex gloves. Of course, all needles should be sterilized for venipuncture.

The gloves and head cap are an important package of tools used for phlebotomist jobs. They are required to protect the health, in particular gloves, which must be replaced after each use for each patient. Lab coats and dresses are also needed for the handling of blood a person or other body fluids, for the benefit of medical purposes. Dresses are replaced every day.

The needles are the main instruments used by phlebotomists, and it is obligatory that a sterilized needle is used when a new patient is to have his or her blood drawing procedure. There are different sizes of needles for different tasks. The needles must be carefully removed using the processing unit after each use, make sure not to break or bend the needle. After drawing the blood and the removal of the needle, phlebotomists must use an order form to identify the sample tube with patient name, doctor, a type of sample and for what it will be tested.

Other instruments necessary for phlebotomists are holders or adapters, gauze, sponges, bandages and tape. Tourniquets are necessary to stop the flow of blood from a ruptured vein. And of course, a technician must use the gauze, sponges and bandages to avoid further bleeding.

All these tools and techniques used by phlebotomists are very important. A sampler should be trained and prepared to use all of these parts of equipment properly, while focusing on patient care. As you know, with more experience a technician gains higher salary of phlebotomist, so using of these tools should be perfect.
